Working to the Head of Payroll and Remuneration this post will be responsible for ensuring the Payroll Service operates the processes and procedures required to ensure there is adequate financial control and to efficiently deliver the Payroll Services.
They will ensure the on-going operation of the service in an effective and efficient manner and its compliance with legislative and Council Policy.
It will be important that they develop strong relationships with a range of services/organisations including the HR Service, the Pension Service and the external Bodies for whom the payroll service provides payroll services.
1 To act as the Council’s lead officer on the operational aspects of the Council’s Payroll Service’s process and procedures. It is essential that they maintain current knowledge of the area of responsibility.
2 To work with colleagues across the Council and external bodies to ensure that the procedures and processes within the Service are operated in a manner that they are compliant with legislation and Council policy and deliver the service in the most efficient manner.
3 Lead on the development, maintenance and review of policies and strategies related to the operation of pay across the organization and with other employers who buy into the service ensuring continuous improvement of services provided by the Department
4 To be responsible for the ensuring that over 10,000 staff are paid in a timely manner.
Duties and Responsibilities
1 To ensure that the work of the service is coordinated and delivered in an efficient manner, setting clear objectives for the service. This includes the processing of 18 payrolls and ensuring that over 10,000 staff are paid accurately and on time and the Council meets its statutory requirements including all information returns to HMRC.
2 To ensure the operation of the sound financial controls required under financial procedures is embedded within the operation of the service. This includes appropriate levels of authorisations are followed.
3 Manage and lead staff to achieve high performance and effective operational delivery including developing and improving staff capabilities.
4 Take a lead role in the development of new initiatives, practice development, service improvement, policy and planning within teams and across services.
5 To ensure within the Operational Service that feedback on queries and initial complaints are dealt with in a professional manner. This includes the provision of specialist advice and support on complex issues.
6 Ensure the Payroll Services is provided in accordance with the Council’s commitment to high quality service provision to users.
7 To enforce payroll policies within the service and across the Council ensuring appropriate control measures are in place, managing relationships with payroll Team leaders, employees at every level of the Council and HR colleagues.
8 To be aware of relevant accounting and taxation legislation affecting payroll, and ensure they are being applied correctly in the operational environment and support the reconciliation of the payroll system to the general ledger.
9 To ensure that they keep themselves aware of all relevant statutory changes and best practice development.
10 To work with the lead officer on the procurement and any subsequent implementation of a new system, including the development and training of staff, external bodies and managing any associated staff
11 To be the primary contact for both internal and external audit, providing advice, guidance, undertake walkthrough testing in response to requests
from external and internal auditors. Be responsible for implementing audit recommendations relating to the Service.
1 To ensure irregularities identified are investigated and reported to Corporate Anti-Fraud if appropriate. Attend court on such cases if required.
2 To support the Payroll Service Development Manager in the specification of requirements for the system that delivers the Payroll Services, including ensuring all releases are fully tested.
3 To work with the Payroll Service Development Manger to ensure that systems are developed and processes and procedures are in place that mean the Service achieves best practice.
4 To deliver training programs / manuals and develop on guidance on payroll procedures and issues as required. Ensuring that an effective training programs exist to support the long-term delivery of services, both at senior and support staff levels, through continuous professional development of staff at all levels.
5 Ensure that duties are undertaken with due regard and compliance with the Data Protection Act and other legislation.
6 Carry out duties and responsibilities in accordance with the Council’s Health and Safety Policy and relevant legislation.
7 To ensure that services provided are clear, accountable and responsive to customer/client needs.
8 To oversee staff performance, attendance and absenteeism management so ensuring that the team efficiently uses it staff resources.
9 To contribute to the overall effectiveness of Financial Processing & Systems and to deputise for the Head of Payroll and Remuneration as appropriate.
10 To undertake other duties commensurate
